If you apply it afterwards it will smear all your makeup and rub it off!
Seriously though, it keeps your skin softer and less dry, and creates a nicer base for your makeup so the makeup will sit better, look better and last longer.
The reason of applying moisturizer is to moisturize the skin to stop it from drying out.
The main reasons are:
1/ To protect the skin and nourish it
2/ To create a nicer surface to work on
3/ The make it easier when removing the make-up
But remember to let the moisturiser sink in before applying any make-up
