same reason as you wash your hair before you go swimming - skin (and hair) is porous; meaning it would suck up anything that goes onto it. this changes the look and texture of make up (and isnt great for the skin either). so you put something harmless beneath and apply make up on topWat's the reason for applying moisturiser before applying make-up?
