I just want to add make-up effects like eye shadow eyeliner etc to a picture of me i have but i dont know any free sites ...

At Paint.net while you cannot apply makeup, you can get rid of that shiny look and it can look like a person had makeup on. It is a free download and has tutorials. This change is under effects and photo. I have never tried the two sites mentioned above but I am definitely going to. I like to mess around with pictures and often need several photo programs to get the overall effect that I want.
